Three Politicians in Conference

(Original Caption) Left to right are shown Senator Fred Austin, Senator John Powers, and Lieutenant Governor Toupin of Rhode Island, in conference after the gas attack made in an effort, it is alleged, to break the filibuster which has been in force in the Rhode Island Legislature for six months. A wad of newspapers soaked in what is though to have been chloride gas, was brought into the Legislature, causing several of the members to be overcome. Lieutenant Governor Toupin was one of the victims, and following his recovery, he directed a recess to be held until blame could be placed for the alleged attack.
